The following editors are free unless indicated otherwise:

Cross-platform including Linux (and Windows and Mac)

• Eclipse IDE (also provides support for PHP)
• Aptana Studio (based on Eclipse) for HTML, CSS, JS including debuggers, jQuery support etc as well as built-in FTP
• jEdit
• Komodo Edit ($ version is called Komodo IDE)

Windows

• Notepad (usually available at All Programs, Accessories, Notepad - DON'T use Wordpad)
• Notepad++
• Crimson Editor
• EditPad Lite ($ version is called EditPad Pro)
• UltraEdit (about $50)

Mac

• TextWrangler
• Smultron (no longer under development)
• BBEdit ($49 students, $125 otherwise)
• Textmate ($56)
